    Well, interestingly enough, I decided to try it once more with the same PSU after changing all the settings I worked out with you- suddenly, it seemed to work! I'm not sure exactly what the fix was out of all of this, but my suspicion is that power plan going to high performance. I'll mark this as solved now. Cheers!
