My 2.0 USB port is considered 3.0 ? How to fix this?

my keyboard and mouse has errorcode 24 i believe, i mean it worksbut randomly is stops working for a moment(at least my mouse). And i went to troubleshoot the 2 devices and it keeps telling me to change to 2.0 usb port, which i did ,and they were there to begin with, but it does not fix this error.
    What i tried so far:~
    driver updates
    windows clean installation
    buying a new mouse
    anti-virus

Check colour of usb port divider - if it is black, port is usb2, if it is blue, it is usb3.

Try something.....no guarantee. Go to Device Manager. Check the option up top to "Show hidden devices". Go down to Portable Devices and expand it. See if you show any non-connected greyed-out devices. If so, delete (uninstall) them. Reboot.

Here's a SevenForums thread that discusses a similar problem and presents a BIOS update as a potential fix: Device Manager - PS/2 Mouse PS/2 Keyboard Solved - Windows 7 Help Forums.
Perhaps this might also apply to your situation as well?
