    Assuming 1803 is the same as 1709 in this respect (it may not be..) you could try adding it as a DEP exception:
    Touchpad not working Dell E6410 - win10 Pro update-1.jpg
    based on one error message there.

    However, that is overcoming a level of protection.
    You might prefer to try to find a different driver.

    I tried turning off DEP for the driver, but got a message saying (from memory) you cannot turn off DEP for this program...

    However, I have just discovered that the touchpad works just fine with the charger switched off. This is a new one I just bought on ebay. I tried another official Dell charger and that was ok. So no longer a need to install another driver as all ok with a decent charger.

    Ah.. a weird power problem. You just don't know the specs of these things sent over in shipping containers- so much look-alike and unsafe stuff is received here in the UK - there's a series of progs about the inspectors finding and seizing items.
