Thank you for the solution, it is KB4048953, KB4048954, KB4048957, KB4048958 depending on the OS and its updates/upgrades.

Don't forget to hide update after uninstall.
In Win7 jus cheeck for update again then right click to hide, for windows 10 use this microsoft tool:

I also had the same problem this morning, and now it works after I delete Security Update for Microsoft Windows (KB4048953), I hope, maybe, it can help any people who face the same problem...:)

I came across this same problem yesterday on a Window7 machine. After a system restore then manually installing updates. (Testing Dot matrix each time, I isolated KB4048957 as the culprit. I uninstalled it via "programs and features". I checked for updates again after restarting. De-selected KB4048957 and then right-clicked and selected "Hide". This I believe stops it installing again until a fix is created. Hope this helps.

In some of our users who have Windows 10 we have applied the following application to hide the updates:

This is not the first time it happens. Similar problems happened when upgrading from win 8.0 to 8.1. Is ms going to give a fix quickly?

In windows 8.1, I'm able to hide this update (2017-11 Security Monthly Quality Rollup ), but in Windows 10 it's not any easy options to prevent installing a specific update.

Any hint for people who can't uninstall the update because it's not listed and no restore point?

All updates should be listed in Control Panel > All Control Panel Items > Programs and Features > View installed updates. They can be uninstalled from there.

Solution : Control Panel- Programs and Features- Installed Updates- and look for KB4048954 update. uninstall it .
