This is the error message that needs to be troubleshooted:

The Bluetooth Handsfree Service service is marked as an interactive service. However, the system is configured to not allow interactive services. This service may not function properly.

On the computer did it at any time display an error code for the bluetooth?

Try running though the steps in this youtube video and see if it has any impact on the problem:

The NOT allow interactive services needs to be troubleshooted.
I donít remember anything about any error message. But I will troubleshoot using the video you sent me.

@zbook, it started. But I am still not seeing the Bluetooth logo in the system icons area or device manager.

Both BSODs look to be caused by Norton, uninstall it temporary to install the drivers.
See Anti Virus (AV) stand alone removal tools Solved - Windows 10 Forums for the uninstall link.

    So, here's what I did...

I found the recovery drive for Windows 8.1 for the Acer. The factory image was installed on the flash drive. After installing the factory version, I downloaded and installed the Bluetooth suite from Acer. It still didn't work. So, I have determined that this PC doesn't have any Bluetooth hardware built in unless I buy a Bluetooth adapter for it. I needed to do that anyway to fix the issues with it. Once all of the updates are installed on it, I will then upgrade it back to Windows 10.

Nope. Not after reset it back to factory. I also did a Clean Install of Windows 10 on it, and if I am not mistaken, it didn't beep after clean install.

The importance of Bluetooth was for my mom's new phone to lock and unlock using the apps from the Store on the computer and the phone. But at least, she can sync her phone to the computer to receive text messages through Cortana. I think that's how Windows 10 receives text messages from a linked mobile device.

But Bluetooth is not important anymore to me. We don't have to have it. I just figured it would be neat to unlock and lock the computer using the phone.
