ill look into it soon..but i downloaded filetool as a temporary measure. was able to create multiple blank folders onto flash drives with ease! why i dont want to use backup yet is because i already have a few paid programs installed ..and they will become unregistered as soon as i revert system to the early backup.

If you choose to do an in-place upgrade repair install you keep all programs and data and most settings.

(And if they're programs you've bought, rather than free licenses you can't reapply, you should be able to reinstall them).

I have about 220Gb allocated to C: (Windows and programs) but still use system restore. My personal data is mostly on another disk.

See how many restore points max you save and whether you deem that's enough...

But that won't fix your current problem..

i have turned it off for now. because saving points while the problem is ongoing is err "point"less. maybe i will become adapted to using the filetool program as well as glarysoft's disk analyser.. oh and i tried boot safe mode while pressing f4 before logon but it didnt respond.

I'm wondering what F4 has to do with Safe Mode?

    Please see:
Boot into Safe Mode on Windows 10 Performance Maintenance Tutorials

(SHIFT +left click restart can be useful)
Note: you can only access Safe Mode if you can boot at least to a login screen

Please feel free to browse and search the tutorials...

Just make it simple... when you boot to the login screen- don't log in; bottom right, click power, then you can find restart (rt click - I can't recall) then press the SHIFT key down and while it's pressed, click the Restart as I said.

PC will restart, follow the prompts thru blue screens and click Advanced then Safe Mode.

What you've missed in Option 1 in the Tutorial is clicking on the link advanced startup

i went into safe mode as directed. the same problem occured. since i dont have previous restore point saved the problem is stuck with me. and of course i dont want to do the previous backup -before i had issue because of fear some of paid programs would become unregistered. the situation is moot me thinks. iam already intergrating the other 2 options to view drive capacity as well as create new folders using glarysoft disk analysis and filetool/folder marker.

Windows Vista/ 7/8/8.1/10 keep a regular backup of the registry handy in case you need to overwrite a corrupted registry. By default, the RegIdleBackup task runs every 10 days, so that’s as far back as you would lose if you replaced the current registry with the automatically backed-up files. You can find the backed-up registry files in \Windows\System32\config\RegBack folder.

Please boot your computer with Windows Setup Media and from Windows Recovery Environment start the Command Prompt.

Please type below commands into Command Prompt and for each command you have typed press Enter key.

    Code:
    Ren C:\windows\system32\config\SAM SAM.BAK

    Ren C:\windows\system32\config\SYSTEM SYSTEM.BAK

    Ren C:\windows\system32\config\SECURITY SECURITY.BAK

    Ren C:\windows\system32\config\DEFAULT DEFAULT.BAK

    Ren C:\windows\system32\config\SOFTWARE SOFTWARE.BAK

    Copy C:\Windows\System32\config\RegBack\SAM C:\windows\system32\config

    Copy C:\Windows\System32\config\RegBack\SYSTEM C:\windows\system32\config

    Copy C:\Windows\System32\config\RegBack\SECURITY C:\windows\system32\config

    Copy C:\Windows\System32\config\RegBack\DEFAULT C:\windows\system32\config

    Copy C:\Windows\System32\config\RegBack\SOFTWARE C:\windows\system32\config

This procedure assumes that Windows Vista/7/8/8.1/10 is installed to the C:\ partition. Make sure to replace C:\ drive letter to the appropriate Windows OS installed partition drive letter if it is a different location.

Above commands renames the registry files at their existing location, and then copies the registry files from the RegBack folder to the C:\Windows\System32\Config folder.
