Here’s your 3 choices as I see them. Read them over and make a decision. As I said, personally I would clean install. Reason being is you won't drag along any possible system or app errors while upgrading. Also, if you weigh the time fixing and upgrading it's quicker to clean install. Up to you.

You will need a minimum 8GB USB thumb/flash drive and/or a DVD either way. If you can get your Windows Update working via the first two options, then it will upgrade to the latest Fall Creators Update edition keeping everything. If not, option 3 will be your only choice. It will not keep anything.

    1. Try to recover your system with a recovery drive.

Press the Windows key and type Command Prompt > Right click on it and choose Run as administrator > Copy and paste this into the window > Dism /Online /Cleanup-Image /RestoreHealth > Press Enter key > When finished close out Command Prompt.

Try Windows Update again. If it's still not working, then:

During the next operation you might see a "Delete the recovery partition from your PC" link on the final screen. If you want to free up drive space on your PC, select the link and then select Delete. I recommend to delete it for you should always make a recovery drive or a backup mirror to keep around to recover your system. If not, select Finish.

Perform this > Create Recovery Drive in Windows 10 Performance Maintenance Tutorials

Then perform this > Recover Windows 10 from a Recovery Drive Installation Upgrade Tutorials

Try Windows update again. If not:

    2. To reset your PC perform this > Reset Windows 10 Installation Upgrade Tutorials

Try Windows update again. If not:

    3. Clean install to the latest edition. This starts you from scratch. Make sure you back up all your important files (docs/pics/videos/etc), favorites/bookmarks, have access to paid programs and/or games to reinstall, any software keys, and anything you can think of that you use. Again, it will not keep anything.

Perform this > Create Bootable USB Flash Drive to Install Windows 10 Installation Upgrade Tutorials

Then this > Clean Install Windows 10 Installation Upgrade Tutorials

Of course we will be here in case you need to ask questions. Good luck.

    @DENMON Good morning!

I've been following your issue now for a bit over a month. The options of Reset and Clean Install, as stated, are your best choices at this point. Although DISM and other command line fixes and repairs may eventually get you back to normal, they are not a fix-all for everything. Deep rooted errors that may not be apparent can crop up again, and you'll be right back to square one. There's always the possibility that attempted repairs can introduce new bugs and issues that complicate the situation even more. Although it may sound painful and time consuming, consider how much you've already gone thru for so long. At some point, you may need to cut your losses and move on.

I would do the Reset first because it is quicker and less complicated.

Alternately, do a complete Clean Install.

Either way, here is a link to an article with some plain English tips and steps for getting prepared for Reset or Clean Install. You need to prepare by getting all the data, files, keys, anything you may need backed up off the machine to an external storage of some kind. It will get erased.

I don't have a spare drive or blank CD since I am still in the moving stage and don't have it with me, as soon as I do I'll try to do a clean install.

Also, for clean install do I have to reinstall like my games and other things like Firefox?

Clean install deletes everything, re-installs a fresh copy of Windows 10 and the Windows Store apps, settings from your MS account, and that's all. Yes, you will need to re-install programs you had previously installed. Just like buying a new PC and you start over.

FYI: They will work, but DVDs are outdated as optic drives are slow to go by today's standards. You may want to pick up the largest thumb or an exterior drive you can afford for backing up. And perhaps a couple of 8GB thumbs for install ISOs.

If you're serious about PCs and gaming, these things are essential if you can afford them.

Could Denmon not try an in place repair / upgrade. This corrects a lot of problems and leaves his data file intact, including Steam.

Agree clean is the best but maybe try something less intense first.

Repair Install Windows 10 with an In-place Upgrade

This will give you version 1709, FYI.

Still recommend an *GB USB key but those are getting harder to find. 16GB now come in three packs and cost what the 8GB's use to.

Yes, Ken. All that has been suggested by me and HypppsieGypsie above with links and explanations several times. OP has multiple problems, but he can certainly try an inplace repair, using your tutorial link.
