If you have other hard drives other than your OS you can put them there and clean install, install steam again and point them to your library. A portable USB drive can be used to back up steam games, then copy them back to the steam folder after clean install.

This is a dual-boot setup, but you may want to take a look at this thread to get an idea/feel of how to clean install and set a system up. As all things, if you have a plan (procedure list) then it's not all that difficult. Plenty of help with members here as well.
