Within 30 days the Windows operating system will change. Today is 4/4 and sometime after 4/10 (probably before the end of the month) there will be a major Windows upgrade to 1803. The upgrade should change the registry and operating system. So the best option may be to wait or the major upgrade?
What happened with the administrative command prompt command results, and beta log collector using a different browser?

I'm not sure what you mean by "a different browser" for the beta log collector. It's a PowerShell shortcut, right?
When you launch it see if there is any impact starting with a different browser as each has different settings.
What sort of browser? A web browser? I am confused.
Chrome, Firefox, IE, Edge, etc.

But I'm not running the log collector in a web browser; I'm opening the shortcut through Windows Explorer and the whole thing appears to run in PowerShell.
I managed to get a look at what briefly pops up after hitting ENTER, and it's an unauthorized access exception ("Access to the path 'C:\Users\rexmb\AppData\Local\Temp\error-temp.txt' is denied.")
If the computer is unable to run the beta log collector then run the DM log collector and post a new zip into the thread:

Not a blank icon indicating that is has not been extracted it (this doesn't work):
- click on the download button
- choose save (to downloads for example)
- extract it (right click, extract all)
- run it by clicking on the shortcut.
