Yeah, it opens files when I click once on them, and that "single-click to open" option is disabled, and my double-click speed has been adjusted to far left and far right, with the same result.

There's a lot of things that should or should not happen but aren't/are happening, that's what adjustments are for.

That's fine. I don't disagree. I have no problem with a workaround, but in the meantime this is a Windows 10 problem, and you can wager it's affecting plenty of users and should be corrected.

Too many mice and other devices like that to make it universal setting. Only specific drivers for specific devices could fix that. That HID compliant mouse is very general and old driver.

Problem is, I can't find a specific driver for these mice. They're plug-n-play.

Maybe you need to be grounded. You're throwing static into the mouse and simulating an extra click. I'm joking, of course. But all the normal logical things have been tried, do something off the wall! Change the pad. Little Windex on a paper towel and clean the bottom. Whatever! :)

Mine was acting up like that as well (Some Antec Bluetooth), but I replaced it with a new mouse Surface Mouse (also Bluetooth) and that rectified the issue

I bought a $20 wireless one and it's working fine.

It was weird that my old one was working great in Mint, but not in Win10. Definitely a driver issue.
