Driver unzipped to C:\AMD automatically, after first failure I deleted and tried again, no joy. Revo uninstaller has only GPU driver
Happened before, don't remember what I did to fix it.

Try this program with DriverStoreExplorer.v0.10.58 it will print out all the drivers on your machine and delete everything gpu driver and chipset driver in safe mode do it if you fall back then think of a reinstall.

Fixed it, PCIe driver was problem. Used MicrosoftProgram_Install_and_Uninstall.meta.diagcab to install PCIe driver and new chipset drivers are installed.
Ps. Run couple of benchmarks (CB r2 and Performance test by Passmark) and no better performance.
Also installed latest Radeon GPU driver, same number but this in is WHQL.
