how do i access BIOS with Windows 10?

Many thanks for all the tips given. The main thing I learned was that procedures for this operation depends on the make of computer, which I did not know. I had sent the post from my Toshiba. I now know how access it thanks to the answers. My problem computer is an HP Envoy 700-414. I tried all the tips on it without success. Trying the Update & Security>Recovery etc. procedure did not get me to the option of UEFI setting on either computer. If someone can now help the same way for the HP, I would really appreciate it. I am sorry for my lack of knowledge the first time. Thanks.

    Hi,
    1) Easiest way is to go to Toshiba Desktop Assist > System settings > Boot Options > Put ODD to the top of the priority list > Apply > OK.
    Restart

    2) Alternatively, F2 or FN+F2(if using Toshiba special function keys), whilst the Toshiba logo showing during Restart.
Change Boot order in the UEFI(BIOS).

    3) Alternatively,
    Settings > Update & security > Recovery > Advanced Start-up > Restart now > Troubleshoot > Advanced Options > UEFI Firmware Settings > Restart.
Change Boot order in the UEFI(BIOS).

For 2) and 3) obviously save changes and Exit.

Some computers will show a choice of pressing F2 or F10 or F12 to get the boot menu where one can choose a different drive such as the ODD as needed for one time or for repeated reboots. It depends upon how the brand does things, it work well with F12 on a Dell Inspiron desktop I'm working on to boot to the Win10 install USB.

In addition to the above. Open the Admin command prompt and type:
    shutdown /r /fw /t 00

@RRob613, is this for the Toshiba L55 in your system specs? If so, on this Toshiba (as with my L750) you don't need to get into the BIOS, you can get a menu to choose what to boot from at power up by pressing F12 at the Toshiba logo. You can also press F2 to get into the BIOS.

There is one minor catch with Windows 10 - if you have it set for 'fast start up' you will not see the option to press F12. You have to do a cold start to get that on the logo screen. Either turn off fast start-up or do a restart and you'll see the options offered at the bottom of the Toshiba logo screen.

You also need to know that when you use F12 to pick the CD/DVD to boot from you will be asked 'Press any key to boot from the CD drive'. If you don't press a key, within a few seconds it will default to booting from the HDD.

When the TOSHIBA splash screen is displayed when you first turn on your computer, a boot menu prompt may be displayed for a few seconds near the bottom of the screen, indicating that a key (F2 or F12, for example) can be pressed to display a menu of boot options. The time allowed for detecting the keypress is very brief, so you'll need to be both prepared and quick.

You can also bypass fast startup by holding down the shift key when you click shutdown on the power menu.

That's something I didn't know and will have to try and remember.

The Settings > Update & security > Recovery > Advanced Start-up > Restart now > Troubleshoot > Advanced Options > UEFI Firmware Settings < only works if Windows was installed in UEFI mode. This desktop I'm posting from only has Legacy BIOS. There is no UEFI Firmware Settings in Advanced Options for me. I have to hit the correct keyboard key on boot up to access my BIOS.

According to the Troubleshooting and Maintenance Guide available here...
HP ENVY Desktop - 700-414 Manuals | HP(R) Customer Support

    1. Turn on the PC.
    2. Press F10. The BIOS menu is displayed.
All the other considerations like needing to do a cold start should apply here too.
