Agree with Cliff S. Also, if you look under "Other Versions" on Intel's site you'll see the 8213 drivers are the same as those provided by Gigabyte, but the intel notes don't list the Z390 board there as well.
Anyway I just installed these on my Z390 Gigabyte board and all is good here.

Chipset drivers are not "drivers", but put simply, a list of human readable hardware names for anything that can connect to the chipset, PCIe, USB fans and so on.
I found the following description from Intel:
How do I Use the Intel(R) Chipset Software Installation Utility?
The Intel Chipset Software Installation Utility is not a driver and does not include drivers.
The Intel Chipset Software Installation Utility gives the product name for the piece of hardware. This information allows the operating system to display the correct name for that piece of hardware in Device Manager.

On Intel's post is my chipset (H370) also but this didn't work for me.
