If you know your routers default gateway is 10.0.0.2 then in order for you to get any kind of connection to it would require you to give your PC a static adress of, lets say 10.0.0.100, and then try to connect. If the DHCP and DNS servers are not enabled in the routers, Windows won't be able to connect to it, as it has no IP address, nor subnet mask that is the same range as the router.
