HDD's randomly having error 98 ntfs

Configuration: 2 SSD drives in removable trays. 2 HDD's used as storage/backup.
I only have one of the SSD's in at a time. One is W10AU and the other is W10Insider.
They share the data drives D: & M:. Seems that when I switch the SSD's that I will get a msg that one of the drives either D: or M: needs to be scanned to fix error. The scan is successful.

This has been happening for quite a while, and I have switched out the HDD with new ones, changed system memory, replaced the SATA cables and alternated the ports without any success.
