    When i restard my PC need open the BIOS and do it the setting to tell me or no ?

    No, nothing to do with BIOS, this is purely windows power saving function.

    But what this ?

    Restart just in case it doesn't take effect immediately. Let it sit on idle 15 minutes or so, it shouldn't make startup noises any more.

    I meant to restart windows and let it sit without you doing anything. After you start using computer it should not have to do POST and should not make noises like that any more.
