One way to check, disconnect drive(s) and try entering BIOS. If you still can't use KB you'll know for sure where the problem is.

"The keyboard is, I believe, just fine. The keyboard works after boot. It used to work when entering the BIOS. Current behavior is not indicative of a keyboard failure. Something else is wrong."

Yeah, I've developed this same problem. Doing a clean install of W10 on an empty drive. Keyboard worked fine to enter the BIOS for two days. Now, after running my first set of Windows Updates, I suddenly have an extra screen at the end of the BIOS parade from "American Megatrends" which says at the bottom "NO keyboard detected!"... and now I can't use the keystroke to get into the BIOS before boot anymore. Shift restart fails for me (it says "Please wait" and then hangs) though it worked fine previously. It probably has something to do with the failed version 1803 update that hangs every time at restart... the very one I'm trying to boot from the CD in order to install offline. Sigh. Working on Windows is like kicking the Tar Baby. Eventually, every option left to you gets eliminated, and meanwhile the Tar Baby never sez nuthin'.

Update: I noticed that this PC has a legacy round jack for antique keyboards, so I rummaged around and found one. Ha ha, the BIOS admits that it can find this keyboard -- just not my USB keyboards! Ridiculous.

By the way, the machine wasn't lying. I could occasionally tease it to the point where it would say "Hit any key to boot from CD/DVD" or "Insert media and then kit any key" and it absolutely did not see keystrokes from the USB keyboard.

A useless answer: Sorry, mine got fixed. But I forgot to post it here and don't remember what fixed it. Just posted to apologize.

I went through the suggestions in discussion above. My keyboard was fine. These keyboards were built to survive a nuclear war. The USB splitter worked fine. Just no MS key.

I believe (ie - way in the back of my mind in the cobwebs and unreliable) it was an issue with MS configuring USB incorrectly at boot time or a problem with the manufacturers drivers. Since this is a clean install, I would suggest letting MS apply all of its' updates and see what happens. You are going to have to install them eventually. Welcome to the pain of Win 10.

If you search online for gandalf (not the elven one) there is a wonderful free package with all sorts of applications to probe your machine and fix strangeness. It will drive Bitdefender crazy; but I ignore it. Be sure to get the correct 32 vs 64 version.

A problem I've seen is the BIOS has support for USB 2 ports and devices but the Operating System has to load USB 3 drivers for that support. Once in the BIOS it helps to set the USB for Legacy Support.

That's only BIOS problem, nothing to do with OS. OS is not active at that time so no drivers for any part of BIOS. BIOS needs to be set so USB controller is set to legacy mode for some KBs.

The last post joggles my mind. It may be a boot setting in the bios. In mine there are options for setting whether you want to boot from both legacy and new devices. If you can get in one of those occasional successful boots, you might want to look at that. That said, I am not sure if that is the problem, that you could get boots to bios some time and not always. If there is a newer bios available you should probably install that as well. The manufacturer of my PCs issued new a bios for both. I believe to help with Win 10. And I never activate secure boot in the bios, if that has any impact. The bios may give you a choice.

Take a look at the gandalf set of tools. It runs outside of the installed OS. It installs a small version of win 10, and you work from there. I don't remember if it has a function to edit the bios. But it has a whole bunch of utilities you might fine useful.

I checked the BIOS, and the bad news is that the USB sections were all set to legacy... so it's not that.

Curiously, the splash screen from "American Megatrends" mysteriously disappeared when I reinitialized the drive again, because I had loaded Win 10 Pro instead of Win 10 Home and the license key wasn't being accepted. Extra curiously, this machine absolutely fails multiple times to load Win 10 Home, but loads Win 10 Pro successfully. At this point, I believe I will just light it on fire, for these and other reasons.
