They are the .reg files in the root directory of the zip file downloaded. The reg files were exported were exported when one camera or the other was working in the camera app. So I figured out that both registry entries needed to be present when the camera app was installed for it to see both cameras. There is only .reg file in the driver zip file for the screen rotation. That registry entry was exported from the Windows 8.1 registry and just corrects the screen orientation.
To apply the .reg files, just double click on them and let the registry editor import the entries.
Can u tell me how to easily export the camera drivers with reg file. Also how do I know which reg file applies to which camera? Thanks
Drivers are exported by creating a folder to hold them, I call mine DriversW10. From an elevated ("run as administrator") command prompt run:
dism /online /export-driver /destination:E:\DriversW10
The path in red will be to the folder you created to hold the drivers. The dism command will export all the third party drivers that are not included with the Windows standard install.
The reg files are named front - for the "selfie" camera. Rear is for the camera on the back side facing outward. I just had to search the registry to figure out what registry keys were being changed depending upon which camera was working at that moment.
I found the screen orientation correction by google search - but none of the posted corrections worked correctly, so I restored the factory Windows 8.1 and exported the orientation correction key from that registry.

Except using the camera drivers instead, obviously. The built-in Windows 10 camera app is very finicky on this tablet. Not sure if maybe a third party camera app would work better. I don't ever actually use the tablet cameras (although I am going to travel soon with the Navy, so might use Skype in the future with it) but it does bug me when something doesn't work when it is supposed to.
