i couldn't wait so i updated my windows, now i'm on 10586.122. unfortunately the problem still exists but i find a workaround:
in Notifications & actions Settings i rearranged the Quick Actions and its disappeared immediately, but it will show again after a reboot:

    Its good for now.

I'm pretty sure this is a known bug in Win10.
It's been this way as far back as I can remember action center having the tiles added to the bottom... Before the first RTM I think.
Just like HojabrA, I have no Bluetooth anything and have tried all the steps OldMike listed. They are all valid, OldMike is a good tech.
Just like HojabrA (and many others I suspect) the only workaround that seems to work is to just go to Settings - Notifications and rearrange at least one tile. I just click on the first in the list of four and toggle it between quiet hours and vpn... I don't even remember what it was originally.
Then, when you re-boot you may or may not have the bluetooth tile. I reckon it's about 50-50... Meaning for every 10 reboots, about half the time the bluetooth tile re-appears and half the time it doesn't! Like HojabrA's screen shot, it's annoying because when it does show up, it's always lit-up and it's always the odd-ball making another row of tiles necessary.
Whenever I see it, I just go to settings and toggle the first tile in notifications... Then its gone instantly... Until next reboot! Ha!
One day, MS will run it down and fix it.
    Cheers,
    Mr. Joey

    Thanks but nothing happened.
    Hi
Seems that no one has picked up on the fact that Bluetooth was not working in the Feb update of win 10 Insider
This was not admitted seemingly by Microsoft.

I have headphones previously working in other versions .

This error however was put right in build 14279 04/.03/16
Just need to "pair" your hardware again & possibly reboot.
