    I think it means what it says: a driver is missing or corrupted.

    Try the following test to see if the driver needed to run in SuperSpeed is present:
    USB 3.0 ports function as USB 2.0 ports on Windows 7 with an Intel USB 3.0 xHCI Controller - Super User

    I assume everything is normal under USB Controllers in Device Manager, and you have the USB 3.0 eXtensible Host Controller Driver showing, and "this device is working properly"?

    Now as promised, an update on the internal HDD issue:
    So it's been resolved!
    Here's what's going on:
    1. my mobo has 8 ports. 4 SATA3, and 4 SATA 2 (excluding eSATA)
    2. Out of the 4 SATA 3 ports, two are Intel and tow are Marvell.
    3. The other 4 ports are Intel SATA 2 (3Gbs)
    4. The Marvell SATA 3 ports can also be used for SSD Caching. I don't know if it makes a difference.
    5. Once removed the HDD from Marvell and stuck it onto Intel SATA 2 port, it's gone from Portable Devices (boot was too fast to get into BIOS).
    So my HDD specs are 164MB/s which will never saturate SATA 2 speeds, so no issues there, unless the 64MB Cache utilise the SATA 3 but I'm sure it's meaning less.

    So... now down to USB 3 issues.

    P.S. - I've updated my MEI firmware and driver from here: Intel Management Engine: Drivers, Firmware System Tools and ran a test tool pre and post updated and all passed.
    Obviously, this is dangerous process so I was careful to choose the FW that corresponds with my chipset.

    Forgot to mention that my SSD intel 520 240GB speeds have been hampered a lot!!

    That's good news! Congrats on tracking it down.
    Later, when you have time, you could look in BIOS to see what settings you have available for the Marvel controller. You may be able to set it up properly to work as a 'normal' internal drive controller. I just use mine for eSATA ports on my case, so I never played with it.

    Always create a new System Restore Point before making any changes to the PC. While it is not always a cure-all, it does make the process of undoing a mistake so much easier.

    For USB, same thing. We just need to track down, step by step, what is missing and why.

    I'm not too sure if it's related with all my messing around with drivers for the USB3.0 issue, but now I'm seeing this Legacy Device under Device Manager> System Devices:

    I uninstalled it but it keeps coming back. I didn't have that before and I'm sure I have drivers for it.
    I'm currently running the Asus beta drivers intel chipset for Win10.

    I'm back to square one, mate.
    I can't install MEI drivers or Chipset drivers any more... something is iffy... is there a tool to remove intel drivers completely?

    I can't be sure, as that VEN & DEV is unusual, but if I were to guess I would say it is the ACPI (Power Management) function.
    I wouldn't mess with it.

    Not that I am aware of.

    But this is where System Restore can save you. It's pretty good at restoring the system after driver installs.

    Do you have a Restore Point to before you messed around with it?

    Tip: select an old restore point and then click on "Scan For Affected Programs" to see if it will remove the offending driver installs.

    that's the thing... I do have several restore points and they fail... I wanted to post on a seperate thread but feared I'm just spamming the forum.

    So I'm getting an error message when the PC reboots after selecting a restore point:
    "System Restore Error: 0x80070005."
    I don't have the screenshot but it appears to be a familiar issue back from Win7.
    I disabled my Bitdefender (though I doubt it's the issue).
    I probably need to set the Volume Shadow Copy service to Autostart (it's manual at the moment)
    and maybe do MSCONFIG > enable all services

    Basically the error message says that it wasn't able to access a file. Being the admin, this is a stupid error.

    My one before the last resort is to unhide the built-in admin user in Windows and run the restore from there.
    The last resort will probably be a repair install... which I'll try to avoid at any cost.

    What's the consequences of this issue:
    1. I cannot reinstall MEI driver and services, either Win81. or Win10
    2. Cannot reinstall chipset driver, either Win8.1 or Win10.

    I have two unknown devices in device manager.

    It's not spamming the forum to ask questions relating to Windows 10.

    I would post a new thread in either General Discussion, or BSOD Crashes and Debugging.
    Other members more familiar with System Restore can help better than I on that one.

    Not being able to access a file could mean that it can't restore because the original driver file is missing, or something similar.

    When did the unknown devices show up? Were they always there, or did they show after you tried the MEI and chipset driver installs?

    Have tried selecting devices and rolling back the driver?

    Does the MEI driver show up in PROGRAMS (Control Panel > Uninstall Programs)?
