"This App has been blocked for your protection"

I'm trying to install additional driver for my printer/scanner from the CD but I keep getting the message above when I try autorun or setup from the disc with the following additional comment:
"An administrator has blocked you from running this app, For more information, contact the administrator,"
How do I overcome this and who has the ability to stop me working with my own machine?

Disconnect from internet, both LAN cable and wireless. This will disable Smart Screen. Then run setup.exe off CD as Administrator by right clicking.

Thanks for suggestion which I've tried. I've checked I'm offline. (It's a different computer to this one.) I've right clicked and selected to Run as Administrator but I get the same "App has been blocked" message!

Please right click the file and choose properties, do you read below in the tab a part that says that the file is blocked?
If you do, unblock the file and try it again.

According to HowToGeek, one way to circumvent that block is to start an administrative command prompt, then navigate to your desired executable and start that executable from command prompt

Never install drivers from CDs unless you have no other choice. Its always preferable to get the latest from the manufacturer's website. Some CDs may still have drivers for Vista on them!
