I solved my problem. In my case it seems to be the HPET (High Precision Event Timer) setting in the BIOS that was causing it. I just happened to be changing my CPU and was looking around in there and started googling stuff. My computer feels so SMOOOTH now, and dpclat.exe shows mostly green all the way across!!

After much testing, network traffic (torrenting) is the cause of my stutters. Disabled my onboard Realtek network adapter and tried a wireless USB adapter. The latency spikes and stutter associated with "ndis.sys" disappeared. I'm not sure if this is is specifically a Realtek problem, a Windows 10 problem (did not have these issues on previous versions of Windows) or both.

but the same was happening to me, seemed to be torrents doing the main damage. some motherboards don't have any options affecting DPC latency, but (now I don't recall where I found it) there is a program that you can run in the background that will help. Next time I grab a batch of torrents tho, I'll keep an eye on dcplat.exe

Has anyone had success with disabling the onboard lan and using a pci card instead. If so, which one did you buy ?

Don't want to jinx it but I think this might be fixed for me. Have had my torrents open for a few hours and no stutter yet. No spikes on Latencymon either. There was a few W10 updates and a Realtek LAN update in the last week and one of them seems to have done the trick. Will report back if the problem pops up again.

Edit: Problem still occurring, possibly less frequent though.

Ok, i just purchased a Intel pro/1000ct pcie card, hoping disabling the onboard card will work. Will come back with results.

I used to have a lot of latency problems in Windows XP and Windows 7, but then I purchased a new external DAC (a Schitt Bifrost) and all my problems disappeared. It's now evident that the Latency Monitor was leading me down the wrong track.

    Can't believe that was it!

I've been having the same problem when i came across this topic, it made me write the first reply here. For me the solution was as simple as changing the router beacon interval to 100, over 100 causes stutter on windows 10 and torrent client open.
I've been haunted by annoying stutter on my Minix Z64W connected to the TV. I narrowed it down to only when uTorrent is open, but couldn't figure out why.
I thought it started after upgrading to Win10, but around the same time I also played with the router config and changed the beacon interval to 1000. Setting it back to 100 made the problem disappear. Never would have guessed this in a million years!! How did you figure it out? Anyway, thanks so much, you saved me :)

Just FYI, the beacon they're talking about is for wifi, not lan. Normally the default is 100.

Also, the pro/1000ct pcie card i bought has not helped the issue. So a new ethernet card is not working even tho it's a different brand.
