Can you go to HP's web site and download the needed drivers for your keyboard?? After installing Windows 10, it does mess up some of your device drivers. If you can find and update your drivers from HP for your keyboard, that would most likely fix your problem. You just have to know the model and version for your keyboard and mouse.

Packard Bell is an entirely different company from HP. PB used to sell PCs in the US market, but they withdrew in 2000. (The company that remains is owned by Acer.)

Maybe drivers will help. I wouldn't be hopeful if it was a desktop PC, but maybe the laptop is proprietary enough that special drivers are needed.

Ok my mistake, but my answer is the same, update your keyboard drivers from whoever made it. Windows 10 can mess up more than just your keyboard drivers. Even if the drivers are same date, then re-install them.
