Okay, all the mechanical drives have been added yet Windows Defender Service is still waking the drives.
Also, I noticed that search indexer is accessing my external USB drive even though it's not included in the drives to be indexed.
So there's two broken settings in Defender and Search indexer.
This is getting really annoying - every 15min to 30 min all my drives start spinning, nothing is being written or read from them, they are just being woken.
The USB drive never spins down either, I had to download the WD spin down util which I keep having to use to turn the drive off.
The SATA drives spin down after a few mins but they're on for no reason.
I'm either going to have to remove all the drives from the PC or go back to Win7.
I finally solved this issue!
After receiving no helpful info here or anywhere else, take these steps.
Copy all data to external drive, open case, unplug mechanical drives, remove drives & reboot.

ever "really" solve this? as someone with 6 external disks, it plagues me to this day. I have them excluded from indexing, defender, yet they still wake when they please.
imagine being able to set a drive as "dont touch me unless i manually navigate to the drive" simple you'd think >.<
That's exactly what we need in windows! This is a f*** up SO!
I've done almost everything i could think of to AVOID windows waking up my external drives!
I DON'T WANT IT TO TOUCH the drives unless I access them!
There are a bunch of services (Defender, Indexing, Storage, WMI, etc) that WANT to access the drives at all times !
WHY!!? Oh WHY?!? This is NONSENSE! Totally nonsense! If i don't want the drive to be scanned, checked, inspected, whatever, why is windows sniffing arround, waking them up for no reason whatsoever?
