Can I change drive numbers from within windows 10?

    Version 22H2
I have a problem which is driving me crazy.
I have a hard drive on c: ,a dvd writer on d:, a cloud storage (pcloud) that always shows up on p: and a google drive that keeps changing its location, either h: i: or j:.
I have two computers that can access the google drive, the other is fine but this one.......
There are a number of programs on the google drive such as VeeCad which loads files to run itself. If I just change the drive in the shortcut on my desktop to the drive number it has allocated itself it fails to run the program because it looks for files in the drive it was last set up on. I have to go through the files and change the drive all over the place to the present one.
I sometimes put a usb extender on this computer which I suspect is causing the problem.
Is there any way of changing the drive letter if it shows up on the wrong drive? So that if explorer shows it as drive j: I can change it to drive h: and explorer will then see it as drive h:

If it shows up in Disk Manager then you can change it's letter.

Right-click of the Start button. However that may work with Drive Letter assignment, the Drive Number may be assigned by the BIOS as where the drives are attached to the motherboard. External USB drives get numbered but they can be assigned a Drive Letter but that may be variable due to the ports they are plugged into.

    How strange?
I have an odd collection of drives.

I know the drive consists of both windows 10 and linux but what is where I have no idea.
Is it possible the windows and linux take up different partitions?
I was under the impression there was only 1 drive of 1 TByte, why does it say disk 0 and disk 1 and why partitions 1 and 4 and 3,4 and 5?
Might it be possible to tidy the drive up?
There is no mention of the google drives (I have two using different e-mail addresses), a pcloud drive and now a googledrivefs what ever that is, when I click on it I just get G:/ is not accessible that parameter is incorrect.

It is the drive on J:/ that used to be on g:/ that I want to change.
