It is best if the esp partition is at the beginning. Which would mean shrinking the os partition from the right to create space for the esp partition..

So if I can create a System Partition on Drive 0, does that mean the Boot Manager can be moved to the new System Partition on Drive 0
If drive 0 is GPT you can just create a EFI partition and load the boot manager on it.

    diskpart
    select disk 0
    select vol c
    shrink desired=100
    create part EFI
    format quick FS=fat32 label=EFI
    assign letter=W
    exit
    bcdboot C:\Windows /s W: /f UEFI
    diskpart
    select vol W
    remove letter=W
    exit

Reboot, enter BIOS and set to boot as UEFI - GPT
Set boot priority to Windows boot manager on drive 0

The instructions on the post above are easy and simple.
    The down side:
    - The EFI partition isn't the first
    - There is no MSR partition
    - There is a EFI partition between C and the recovery partition.
    - The recovery partition is small (should be at least 850M)

If you want to make it right I can give you the instructions

Yes, andDisk 1 Partition Issues-screenhunter-30.jpg I just noticed that the recovery partition on Disk 0 is now called a basic data partition and it is now at 546mb. I think the recovery partition should be around 700mb.

Partition letters are assigned by the OS. If drive 1 has no Windows on any partition you can delete the partition.

The recovery partition should be at least 850M
KB5034441: Windows Recovery Environment update for Windows 10

Open a CMD window as administrator and type:
    reagentc /info

MS instructions to enlarge the recovery partition won't work as you have now a EFI partition between C: and the recovery partition.

    - You can use some space from drive D: to enlarge the recovery partition
    - You can make some space on the left of the C: partition, create a new EFI and MSR partition, delete the actual EFI partition and shrink the C: partition in 350M and finally expand the Recovery partition to the left.

You will need a good partition manager as Minitool to do option 1 or 2

Wait till the next Inplacement and the disaster will be complete!

    Run CMD
    diskpart
    sel disk 0
    sel par 4
    shrink minimum=201
    create partition EFI
    format quick fs=fat32 label="System"
    assign letter="S"
    exit
    bcdboot C:\Windows /s S: /f UEFI
    reagentc /disable
    diskpart
    sel disk 0
    sel par 3
    delete partition override
    sel par 2
    delete partition override
    sel par 1
    extent
    shrink minimum=1025
    create partition primary
    format quick fs=ntfs label="Recovery"
    assign letter="R"
    set id="de94bba4-06d1-4d40-a16a-bfd50179d6ac"
    gpt attributes=0x8000000000000001
    list volume
    exit
    reagentc /enable

    You are ready

    Everything has been corrected.

EFI Boot Partition is now on Disk 0 and the recovery partition has been reinstalled at 800mb. Thanks to everyone that has helped out.

Sure saved a lot of grief of doing a re-install of Windows. Thanks again.

Yes actually I had a couple of appointments I had to go to. Here is the result from Computer Management.

But now leaves only one question, is it safe to get rid of the 546mb (Healthy Basic Data Partition - Partition 4) and join it with the Healthy Basic Data Partition on its right)

This is what I expected! Whithout 3rd Party you can't do anything. If you want a solid Partition Layout, let me know. I just don't want to invest time for nothing.
