Is it possible to format a Linux Flash Drive in Windows 10?
I have one with Clonezilla and want to install a recovery environment on it that is Windows based.

The USB drive may not be readable under windows but it can be formatted. As it may have many partitions I suggest you use diskpart
Open a CMD window as administrator and type:
diskpart
list disk (it will list all drives. Identify the USB drive number)
select disk n (replace n by the USB drive number obtained with list disk)
clean
convert mbr
create part primary
select part 1
format fs=fat32 quick
assign
exit (to exit diskpart)
Disk Genius did wipe the drive. So thanks. I then right clicked on it in Explorer and formatted FAT32. I fired up RUFUS in Admin mode and it fails. Either "windows was unable to format the drive" or, "You may not have the proper permissions to access the drive" or some such.
After either of those scenarios, I get the error to "please insert a disc into Drive (E:)"
Then I run Disk Genius again and it's the same.
But I will keep Disk Genius handy. It's a good proggie.

I keep some LiveUSB Linux bootable Thumb drives on hand, biggest issue is the Windows can't see the formatting of Linux, gives these messages when drive is plugged in:
