19 pin USB cable splitter- does it work for all 4 USB ports?

I'm considering this cable https://www.newegg.com/p/181-005S-000H3 to maybe free up an adapter card slot on my motherboard (ASUS ROG AMD 670e Strix E-A), which has only 3 adapter slots.

With this cable, and this drive bay USB ports card, https://www.newegg.com/p/17Z-00PR-00BN5, will Windows see all 4 ports as separate? Could I have USB devices plugged into all 4 ports at the same time and working?

    Windows 10 Pro 64 v 19045.

Been there, done that, on a few rigs in the past few years, I also had some builds where the adapter had 2x USB A ports + 2x USB C ports, both were nottaproblemo

I did however have one older board from AssRook that had a flakey 19pin configuration and would not provide a signal to all 4 ports simultaneously, only 2 at a time...

As for the number of devices, that depends on the devices, but generally they all will work fine and be recognized as individual ports, unless you connect something that requires massive amounts of bandwidth, like a high-end eGPU, video capture or sound card etc...
