Neither of my webcams work on my PC but do on my laptop.

I bought a webcam to do some video calls on my PC with and it wasn't working, so I bought another one and that one didn't work either. Both of them worked perfectly fine when plugged into my laptop. I've also tried updating/changing/uninstalling drivers, trying again on a new user, scanning and repairing corrupt files, updating windows, using different USB ports, and checking for camera permissions. They get detected in device manager but don't work in any off my apps. Windows camera says "Can't start camera", and on Discord it gets detected but its just a perpetual loading screen.
One of the webcams is the Logitech c270 and I don't know the model of the other one.

Running any 3rd-party security products? Some of them block camera access.

    Run this command as Administrator:
    Code:
    C:\Windows\system32>sc qc FrameServer

    [SC] QueryServiceConfig SUCCESS
    SERVICE_NAME: FrameServer
            TYPE : 20 WIN32_SHARE_PROCESS
            START_TYPE : 3 DEMAND_START
            ERROR_CONTROL : 1 NORMAL
            BINARY_PATH_NAME : C:\Windows\System32\svchost.exe -k Camera
            LOAD_ORDER_GROUP :
            TAG : 0
DISPLAY_NAME : Windows Camera Frame Server
            DEPENDENCIES : rpcss
            SERVICE_START_NAME : LocalSystem

START_TYPE needs to be anything other than DISABLED

My start type is "auto_start" and everything else looks the same as your example

Is your Win 10 build on your laptop the same as on the desktop?

See suggestion under 'Switch to UVC driver'

Have you tried uninstalling Discord to see if it is the cause.?
Does Reliability History have any entries.?
Have you tried different USB sockets, because as they both work on the laptop, then power supply is the most likely fault.
Not all USB sockets are capable of providing steady 5v power.

It still doesn't work with discord uninstalled
Reliability History has some entries but I don't think they are related
And I tried all of my USB ports with no luck, is there a way to test/look for the power supply being the issue?
