Is there a way for windows to not tell if a monitor/tv is on?

This is kinda a dumb Q. Is there a way for windows to not tell if a monitor/tv is on? Thus it won't screw up my window placement every time I turn them back on, after windose shuts them off. I assume the only way is to tell it not to turn off the monitors, but I do like it when it turns them off......ah fun times....lul
