Help with Integrated Webcam not working

I have a Dell G5 5587 aptop and can not get the webcam to work. It is detected, and Device Manager shows it as working fine, but I can not get any app to make the camera work. The Camera app tells me to go to Privacy settings and change them, but they are all turned ON. My question is, are there specific SERVICES that need to be running for the camera to work ? I turned off a couple of services I thought unnecessary and maybe I turned something off.

ANY HELP would be appreciated, as I am trying to avoid doing a complete system re-install.
    Thanks, Jack

I had a similar problem with the built in webcam on a friend's laptop, she couldn't get Skype or any other app to show an image. After much faffing about I found there was a shutter over the lens, a tiny slider to the right of the lens opened the shutter and bingo!

Probably not be that but perhaps worth checking.

Thanks, but my issue seems to be software related. Like I said, I may have turned something off that needs to be on.

Press the Windows and "R" keys simultaneously, type or paste "ms-settings:camera" into the "Open" box, click "OK" and make sure you have access to the camera.

Scroll down from where in Settings you turn on Camera Access > Allow apps to access your camera ON > then individual Apps e.g. ON for Camera and Skype Apps.
    Then Desktop Apps required.

    Restart the App.

That should also start the Windows Camera Frame server service.

Make sure any electronic/mechanical shutter is open.

Did all that and still get the same message: Help with Integrated Webcam not working-camera-issue.jpg

Looks like the app can't access the camera and just keeps thinking it is the Privacy permissions. Skype and Zoom both have the same issue. And have no idea when the issue started as I don't use the camera very often at all.

If I see this on my laptop I click Privacy settings. I will then see the Privacy & security settings.

Windows 10 is a little different, but "Allow Access to the camera on this device" is turned ON, "Allow apps to access your camera" is turned ON, "Choose which Microsoft Store apps can access you camera" has all the apps ON, and "Allow desktop apps to access your camera" is also ON.
I do not think it is a Setting that is wrong, I think something else is blocking it and the Camera app is reporting it as a Privacy Settings error. And if I check the Event Viewer, I see where I uninstalled and reinstalled the Webcam using Device Manager yesterday, and where it was Started, all without any errors. So the device is there and the system thinks it is fine.
Anyone with a Dell laptop know if there is a Dell setting I missed someplace ?
    Thanks
    Jack
