Is hard disk driver controller on Windows installing CD?

Had a very bad experience years ago. Bought Win 7 Pro. CD in 2010. Tried to use it in 2014. At the beginning of the installing process, an accident happened, the HDD was burnt. Changed the HDD and tried to install again, the Win7 installer said it could not find any hard drive drivers.

Read on a forum a few days ago, a gentleman said, what the Windows install could not find was not the hard drive derivers, but the hard drive controller which is within the Windows installer and comes with the OS on the CD.

If so, and if no damage on the hardware or the motherboard, installation can be carried out by another Win7 CD or Win8 CD. Is this assumption correct?

    Thanks.

Hard drives do have a controller built into them, but the motherboard has a SATA controller "chip" as well.
It sounds like maybe the SATA controller on the motherboard has fried.
