I can boot to winre with f10 then f1 and the command prompt there opens with X: as expected.

    or

I can boot to safe mode with cmd prompt with f6.

Yes, mine opens with X too, I just changed to D:/Windows/System32 . On Drive C I have a 2Tb HDD with various files. It appears that for some reason on my machine the first SATA port is the one where you can install the 3.5 HDD while the second SATA port is the one where you can install the SSD (no other way to do it due to cage size etc)

So I ran fc /SCANNOW /OFFBOOTDIR=D:\ /OFFWINDIR=D:\windows it said it found some errors and fixed them but no joy about the USB. Probably the errors were just caused by interrupting the startup 3 times from power button to get to WinRE.

So, the problem of logging into the system using Remote Desktop tuned out to be as simple as booting WinRe, opening command prompt, starting the registry editor, loading the hive from System32/control and editing the relevant keys. Had to google hard for it, but the relevant info about what keys need to be edited is floating around.

This being said, I'm now logged into the system from another computer and the two Standard Enhanced PCI to USB controllers are under code 19.
The Intel driver package reinstall does nothing. Uninstalling the two Enhanced PCI to USB host controllers does nothing (Windows just adds them back still under Code 19). I cannot find any suitable INF files for Intel 9th gen chipset (H97) .

Any suggestions how to go about it?
Hardware ID's for the Enhanced PCI to USB host controllers is PCI\VEN_8086&DEV_8CAD&SUBSYS_85341043&REV_00

Btw, I still have no clue why on safe mode the string displayed suggests I'm on insider version. In Windows the version displayed is 21H2 19044.2251

As your computer is booting my idea would be to make a repair install.
    - You expand a Win 10 installation iso on a folder.
    - With the help of Kyhi tools you put a shortcut to Setup on the startup folder (C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Startup)
    - You have to build an answering file to make it unattended (Have no idea how). @SIW2 is top guru and he probably know how.

Guys, at this point I don't need to do anything unattended, I can just download the ISO file and use remote desktop to run setup. But I was thinking that a better idea would be to run the 22H2 from windows update?

Before this is there anything else to try for fixing the USB? Is there no classic driver package (inf files) for Intel 9th series chipset?

A Repair install will reinstall win 10 keeping your programs and data.

Yes, I know. I was digging for a 21H2 ISO to try and do the repair install using the same version but I gave up and used the currently available 22H2 ISO. All went pretty smooth and now the problem is solved.
Thanks to everyone who contributed in a positive way :)
