My camera is connected to my PC via USB. When Windows is running, the camera battery is being charged. When Windows is sleeping, the battery cannot be charged although the USB port still outputs power. Does anyone know why?

NOTall computers support this feature, especially old computers. Have a look at the Camera's manual to see if there is a specific section for this and how to do it. It may well give details on how to change the settings on your computer to achieve this.
The link that @cereberus looks very promising as well.
It is probably aSleepsetting [Properties > Power Management] if it is a newer computer.
I would assume that it is also probably relevant which make and model the Camera is, and if this operation is possible.

Is there a relevant setting in the Bios?

The following happen when Windows is sleeping.
My phone "InFocus M812A" can be charged via a USB port on the PC.
My camera "COOLPIX S3300" cannot be charged via the same USB port (from which the phone has been removed).
Both can be charged when Windows is running. My guess is that the power output is different when it is sleeping.
My camera can be charged via the given adapter, which outputs "5V 0.55A", shown in the picture below:
My camera can be charged via the following adapter, which outputs "5V 2000mA":
However, my camera cannot be charged via either of the two USB ports shown in the picture below:
One port outputs "5V 2A". Another outputs "5V 1A".
