I went into Device Manager and clicked on Update on all USB drivers and got the message that the updated driver was already installed. I see the option to Disable Device but no option to delete the driver.

I don't update BIOS because of a bad experience I once had, and everything else is updated as soon as it is available. I am thinking that both of my Windows 10 laptops losing the ability to plug in a flash drive and use it without rebooting must have come from an update. I will make an image of my computer and try a BIOS update.

The most secure way to update BIOS that has an exe file is from Win PE.
Place the BIOS update exe file on the root of your USB Win 10 installation drive.
Boot from it, on the installation screen press Shift+F10 to launch a CMD window and type
    Diskpart
list vol (identify the USB drive letter)
    exit (to exit diskpart)
X: (replace X with the USB drive letter)
dir (take note of the BIOS update file name)
Name.exe (replace name by BIOS update file name)

In my laptop, Dell XPS 9560, is not possible to hot plug nor hot swap any device on the USB-C port. De computer doesn't detect it.
You need to reboot the computer.
