Damn this forum is addictive and thanks Compumind, i'll be more careful

I have just thought about the USB drive and if you can view it in 'My Computer' after a reboot it would interesting to learn what JWalker has the device setup like.

Right click the USB stick in my computer to goto the 'Properties'. Then hit the Hardware tab.
Highlight the particular USB drive in question, or double click quickly which takes you to the next window where at the bottom it should say 'Change settings' which if you notice User Account Control is used here.

Next click the 'Policies' tab and it should show the USB's individual quick removal settings and these may be incorrect, or not right for how JWalker wants it to work. Quick removal on my USB sticks all have this set by default (default)

    See what you think

Another thought, is whilst on the properties window is the Security tab for NTFS, aslong as its formatted that way.

I would make sure 'Everyone' is applied to the USB stick as a test, to eliminate User Account control if its somehow stopping it from working as intended, maybe

I am careful to use the safely remove feature, but in full disclosure I did not do that when removing my digital camera. It did not harm the photos stored in the camera but I got some warning messages on my computer. I know I have never unsafely removed the flash drives and they do come up if plugged in when I boot up.

Pluginz I was able to find your menus via a different path. I went to File Explorer and right clicked the USB drive, properties, etc. Quick removal is checked. I did not find User Account Control. Thanks for your help.

    Hey good man

UAC is within the 'User accounts' in the Control Panel or Settings and User accounts. Im on Windows 8.1 here and sometimes my brain has forgotten some of Windows 10 locations and settings so my bad.
The UAC has 4 modes to warn you when Administrator account action is needed when installing software, loading the Windows Applications, various high risk potentially un wanted apps from running. I run mine flat out all the time and it doesnt bother me.

A blue screen UAC warning is ok, but a Yellow UAC screen warning is bad.

Yes, 'My Computer', is basically what you found, File Explorer

I checked my second laptop and a USB flashdrive hot swaps fine on it. The same flashdrive does not hot swap on the other laptop. Windows 10 Pro is on the laptop that hot swaps and Windows 10 Home is on the one that doesn't. Both computers have Windows completely updated. I will do a comparison of all of the menus I can check to see if there is a setting that I can change to allow hot swapping on both. Having two computers is a really big help in a case like this, not to mention I always have a backup computer that is fully synced. I really appreciate the help you all have given.

PS I just attempted to compare my two laptop settings and found that neither can now hot swap. This morning I checked the Windows 10 Pro laptop and it hot swapped, but apparently that was the last time it will do so. I will probably deal with this by rebooting when I need to plug in a USB device. Thanks again.

Normally when you insert the flash drive the antivirus scans it so you won't be able to remove as it's "in use".
If you open Explorer on it you won't be able to remove as it is "in use".
So, to remove the flash drive, on Explorer "close the drive" and put the mouse on another drive - folder. Then right click on the flash drive and select Eject.

I may be using the term hot swap incorrectly. My problem is that when the computer is on I cannot plug in a USB device such as flash memory, external HD and have it appear in the File Explorer. All of my USB devices are getting old and surely there are new versions now. Is it possible that if I purchased a new version flash memory it might be able to be plugged in with the computer running? Thanks.

I have very old drives and have no problems with them.
I would say that it is a driver issue. Try to delete the USB driver. You may end with no mouse / keyboard.
    Reboot
