what does the "chkdsk /scan /perf C:" do compared to "chkdsk /f"?
chkdsk C: /scan /perf runs a scan quickly by being allocated additional system resources at the possible expense of other processes running at the time

chkdsk C: /f fixes faults that it finds.

See response to the command chkdsk /?
    and
    chkdsk - SS64
    chkdsk - MSDocs

After I saw bitlocker was stick, I also went online and unlinked the computer from DB. I spent a day doing things to try and get the decryption to continue to include many force shutdown since the system kept locking up and had no luck.
Unlinking a PC does nothing for BitLocker as it is local security feature to the PC's physical drives. Also shutting down the PC will simply halt the process until the PC is started again. Shutting down won't stop the process.

What happens if the computer is turned off during encryption or decryption?

If the computer is turned off or goes into hibernation, the BitLocker encryption and decryption process will resume where it stopped the next time Windows starts. This is true even if the power is suddenly unavailable.

BTW, I also posted on your comment as to whether the issue is an "SSD" issue. BitLocker has no issues with SSD's.

With that I'm not clear on what your issue is other than BitLocker appears to be stuck on decrypting. I answered there with links (including one direct from Dell), but will also say here: BitLocker decryption is not an instantaneous feature. It can take anywhere from say 20 minutes to a few hours depending on data and size of drive. That however does not prevent you from using the drive.

I am not sure what the issue was/is with the drive. It failed the Dell Diagnostic Short Drive Test and the decryption was stuck at 77.7%. I was able to pause the decryption with a command prompt "manage-bde -pause C:" if I did right away on boot. But once I resumed decryption, the system locked up and I would have to force power off. I did let it sit at 77.7% for 6 or more hours and it did not move.

I unlinked DB so the files would stop synching with the DB server.

I deleted all the files on the computer. After I did that, I resumed decryption and it worked and completed.

I am not sure what the issue was, but it looks like there was some file or something that prevented the decryption (it got stuck)) and also caused the Diagnostic test to fail the short drive test.

Once the DB files were deleted and or once decrypted, the Diag short drive test passed.

Perhaps there is an issue with the drive but with no data at that location, the Diagnostic short drive tests passes.

Maybe it was an issue caused with the firmware update that corrupted some data and deleting those files fixed it.

Maybe the drive is still bad.

I might try adding DB back just to put the files back on the computer and see what happens or just scrap the drive. I am not sure yet.

I did a bitlocker full drive encryption and no issue. I ran the Dell Diag Test and it passed.

I am still at a loss of what the issue was and if it will resurface.

The dell error code was 2000-142. I read one reason can be corrupted data or corrupted MBR but most point to faulty hardware. So maybe during the drive firmware update something got corrupted and deleting files and decrypting fixed. Or there is a hardware issue that will resurface.
