Cannot Format USB Flash

If someone knows how can i format and convert Raw to Ntfs or Fat32 please answer and help.

Have you tried right-click and Format in Disk Management? It appears to be a 32GB drive and may give a choice of NTFS, exFAT or FAT32, factory usually is FAT32. Might have to first Delete the partition on it then create a new one. Doing either/both will cause loss of any data on it.
My friend i have tried many times even on diskpart and apps and i get stupid errors and windows says Windows cant recognize usb
I really dont know how to fix i searched a lot of solutions on youtube non of them work

If the FILES that will be used areNO

In your center section, Format Only, you must first select a partition on the disk to format. You left out "select part 1" in the command sequence.
