    Issue resolved.

As an admin, I deleted the two ACER devices via the Device Manager and uninstalled the associated drivers.

I re-booted and ran CCleaner's Registry Cleaner, and rebooted again, logging is as a user.

    Bingo! Phone connected as expected.

    John,

Good to see that the problem's fixed.

But your experience is quite worrying.
You must have had a driver problem yet there was no indication of it in Device mgr - implying, in conjunction with your CCleaner work, that driver component registrations were faulty.
The only comparable problems I have seen are those where people experience visual-related fault symptoms without any Device mgr indications yet are able to fix them by re-installing their display drivers.

    All the best,
    Denis

    Thanks Denis.

It's hard to say what it was all about. The ACER driver seemed to link to the Pixel phone, without any apparent fault, and there was no other indication of an error.

I've no idea where the ACER driver came from though is does seemed to be linked to Google via Chromebooks, even though my PC is a home built mongrel with no Google hardware which some pretty old parts (like me dedicated left-handed mouse and old screen.

    John,

The driver relates to the phone not to the computer.
For example, I used to use HTC then Samsung phones so I installed HTC / Samsung USB drivers directly from them.
My current smartphone [Xiaomi Poco X3 Pro] does not provide any drivers but does not seem to suffer any limitations.

I don't know about Pixel phones but a half-hearted search seemed to be leading the way to their USB drivers
Google Pixel - Update and Software Repair
    which took me to
    https://developer.android.com/studio/run/oem-usb

And I stumbled across a direct reference to Acer in a Pixel thread
When I connect my Pixel 4a to my PC, I don't get the "Charging this device via USB" notification. - Google Pixel Community
