    rebooting issues windows 10

Sorry if this is all over place.
How do I know if I have a bios issue, windows issue, or hardware issue when trying to resolve a "rebooting" problem?
This system I built with all new parts except hard drive will shut down from the windows start menu, but when restarting it, as the system is shutting down, then the screen goes blank, but system still runs, but will not reboot. watched several youtube videos on how to type commands in cmd, worked with the troubleshooting guide in windows, still the same. this problem has been here since it has been built. Im sure i have maybe left out some details, so if you have some different ways to try let me know.
    Thank you so much.

nod1958, Hello and welcome to tenforums ,

Run "powercfg /h off" to disable hibernation and Windows fast startup and see if it fixes the restart issue.

Make sure the BIOS and drivers are up to date.

Run sfc and dism Run SFC Command in Windows 10

To give you the reason this did not work is probably the answers to all my questions,
The intel motherboard i have only though just purchased it a few months ago, is "DH87MC" a 7 year old unsupported mother board, no way for updating bios, I've had antiques that didn't give me this much grief,
    Thanks for your effort.

I don't understand ....... what did you try and what didn't work?

If no BIOS update available, skip that suggestion.

basically all commands related to these issues in the command prompt, resetting the pc, removing hardware, tried different harddrive, removed video card, made changes in bios, relative to these issues.

Did you do the other suggestions steve108 mentioned on post #2?

    - Run "powercfg /h off" to disable hibernation and Windows fast startup and see if it fixes the restart issue.
    - Run sfc and dism Run SFC Command in Windows 10

Your first post is a little confusing. Let's see if I understood correctly.
    - The computer starts normally from a cold boot.
    - If you select Start - Restart it will shutdown but wont restart.
    Is that correct?

My computer starts from a cold boot very fast but takes a long time when restarting. It shuts down normally but doesn't restart right away. It takes 30 seconds till I hear the one beep and restart is normal.

    Megahertz,
Do you have hibernation or Windows Fast Startup enabled on you PC? Wondering if your restart slowness is related to that in your case.

No I don't have Win10 Fast Startup enabled.
It happens in Win 7, Win 10 and Ubuntu. It's something related to BIOS.
