So this is normal then? I had version 1607 at first install from factory & then it had 3 partitions & upgraded though till now. I deleted all dell software on that PC except dell update as it still get driver updates from there but nothing else. If I cloned the drive to a new HD & not copy them partitions will it work? I am looking for a free drive cloner if you have any good recommendations?

Macrium Reflect Free is often recommended here. Macrium Software | Reflect Free Edition

It can clone or image drives. Rather than clone, you could make a system image to an external drive then restore that to a new HDD. Reflect has an option to 'Create an image of the partition(s) required to backup and restore Windows'. When you click that option it automatically ticks the boxes for all partitions that are part of your Windows system. I suspect it will include the first of those three recovery partitions, as it is likely to be Windows own recovery partition. That is what it does here on my UEFI machine that has five partitions. My last two are not part of Windows so will not be included in the image.

Note there is also a small 16MB Microsoft Reserved partition (MSR) that will exist on your drive too, but is hidden in Disk Management.

Was given an old Toshy laptop with Win 8.1 - 4 partitions, including 2 "Recovery" partitions

Did an upgrade to 10, deleted both the recovery partitions, nary a hiccup.
