Frequently the first scenario is true. The second thing is also true. If using the Shutdown on the Start button should get a prompt to close programs but not always and some things will be listed that are not harmed by the shutdown. A power failure can cause loss of things in progress. RAM/Random Access Memory is volatile, anything in it will be lost when losing power but if a file has been saved it will be stored on the computer's drive and can be reopened. Some programs have an 'automatically save' setting and many of us use a UPS/Uninterruptible Power Supply that provides several minutes continuing when commercial power is lost, intended to accomplish an order shutdown so as not to lose data. As for booting after a power loss, the BIOS usually has a setting for restarting after a power failure or staying off, I use stay off so I know when something may have happened to anything I was working on but had to be away for awhile.

Yes. And possibly any files that you had open with those programs may be corrupt.

    Hello @xxx123,

To help safeguard against this scenario, it is advised to keep REGULAR and upto date System Images using one of the recommended programs often discussed on this Forum.

    I hope this helps.

Windows will nick you with a "Critical" level error for an improper shutdown.

If this is a risk you expect, consider investing in a UPS (uninterruptible power supply). The money spent could save you some hours recovering and reproducing work.

Also consider the frequency of your backups, and how you will ensure your backups are not affected by any outage.

For example, if Windows is in the middle of an update, and power fails, you could well have an unbootable PC and have to clean install Windows.

And of course, if you have a recent disk image of all partitions comprising Windows (off line) then you can avoid the clean install.
