    The boot procedure is that the firmware - BIOS searches for the hardware drivers, so that the computer may POST
    These drivers are the basic drivers for the necessary hardware to post
    When that occurs control is then handed to the windows boot manager and the drivers installed for the system then take over.

    A delay in BIOS posting can be caused by devices connected to the computer apart from mouse keyboard and monitor
    OR it can be caused by a driver problem.

    More infrequently it can be caused by drive problems, or indeed ram errors.

    Try disconnecting all devices except mouse keyboard and monitor

    If that does not work as you say yuou have had the problem for four months or so - have you had any error messages regarding drives, requiring checking and are updates working or are there problems witrh windows updates.

    Is the AntiVirus still Norton360

    If Your Motherboard Gets to 00A0 it should mean that the machine Posted properly.
    I read the initial description couples of times, and the only thing that comes up in my mind:
    is some kind of strange Power management or compatibility issue.

    I would Strip the machine to it's simplest expression (Board/CPU/RAM/Boot Disk) and try it like that. Then if all goes well. Start putting back addons one by one and test between them, until the problem comes back.

    It looks like your machine gets in some kind of twilight zone when shutting down.

    You can also watch the post code when your machine starts and note the code displayed when it stalls during POST sequence.
    This can also give you an insight on what is going on.

    @Macboatmaster & @MaloK

    Macboatmaster - I remember 5+ months back whenever one of my 1TB Seagate backupPlus USB drive remains attached to PC and I restart or start PC then PC-Stuck-on-BIOS-Welcome screen for longest time
    & I had to press restart or hold down power physical button & also to remove that particular 1TB portable HDD
    this is nearly-mostly how issue started
    but I hardly use that drive during last months and used carefully
    Note--HDD Sentinel is showing that all HDD+SSD+NVME have none communication error nor HDD have bad sectors

    Details :--
    just tried disabling Norton 360 Deluxe boot protection + removed all SATA cables to HDD + Kept only keybord-&-mouse + removed LAN cable too , upgrade BIOS at Version.2103 from Asus bios EZ Flash
    also pressed direct PowerButton of motherboard for power-ON and power-OFF

    Precautions I took :--
    I took driver updates only from Windows updates except NvidiaGPU Driver which is for Geforce experience app
    Windows 10 21H1 Pro running smooth + Games are smooth + no crashes at all
    @MaloK where to look for 00A0 ?

    Here is the Reference

    Z87-DELUXE

    One good thing with Asus's "Deluxe" Boards... You dont need a POST diagnostic card to display error codes.

    Your computer seems to stop at HDD init.

    Finally find out its PSU issue

    since removing RTX 3070 with GTX 1060 Works so smooth
    RTX 3070 have 8+8 PINs while GTX 1060 6GB have only 1x 6pin PCIe power
    PSU fails to power up RTX with 2x 8pins thats why system stuck at light-dark screen

    thanks everyone for great support n ideas
