I recently built a PC with only an SSD. Now I added an HDD for storage. I thought before adding the HDD that the SSD was Disk 0 because it was the only drive. But after initializing the HDD it became Disk 0 and the SSD is now Disk 1. Is this normal behavior or did something go wrong?
FWIW the SSD is the C: drive and the HDD is the D: drive.
It really does not matter these days (and has not for many years unless very old hardware in some cases).
It just depends which hardware slot they are connected to.
When only one, it is always numbered 0 regardless of which slot it is connected to.
Nothing to worry about.

Windows is very good at this sort of organisation.Disk ManagementorMini Partition Tool - Portableare an excellent way to view the Disk structure, with the latter being excellent at Disk manipulation [ Create, Shrink, Format, Extend, Merge, Move, etc ].

As all have said, it doesn`t really matter.
But you can check and make sure the SSD is connected to sata port #1 on the motherboard and the hard drive is connected to sata port #2
I also believe it may have something to do with the driver you use for the SSD.
With my ASUS motherboard it depends. Disk0 and Disk1 are reserved for SATA0 and SATA1 if used.
Original configuration:
2 SATA hard drives and 1 M.2 NVME SSD
The boot drive was Disk 2 an M.2 NVME SSD on the motherboard
Current configuration:
2 M.2 NVME SSDs
The boot drive was Disk 0 the M.2 NVME SSD on the motherboard
Note Disk 1 was an M.2 NVME SSD on a PCIe card
The M.2 NVME SSD for the OS & programs is in connector M2_1. There is also an M2.2. The HDD is connected to the SATA2 port on the mobo. They're numbered 2,3,4,5.
