No, it isn´t. The "4" in "4590" means 4th generation. You need at least 8th gen. for compatibility.
You can run the app WhyNotWin11 to check compatibility.
Maybe microsoft will allow seventh generation processors (7XXX), and maybe by the time of the release of windows 11, towards the end of the year, beginning of next year, the older processors will be compatible. Do not buy anything before its official release.
