Forgot to mention, older bios' only check for a keyboard.
Good idea to check this. Also use USB ports provided by Intel hardware on your motherboard.

As stated, plug USB Keyboard and Mouse into the Back USB ports of the computer, not the front or thru a Hub.
Boot into Setup (Bios) Go to either Advanced or Integrated Peripherals. Look for Legacy USB, if it is disabled, use your Arrow and Enter keys to Enable it. Save and Exit.

When I first turn on the PC, it says that the keyboard and mouse were detected.
    USB Devices Enabled:
    1 Keyboard, 1 Mouse, 1 Hub, 1 Drive

    Legacy USB Support ENABLED
USB 2.0 Controller Mode HIGH SPEED
    BIOS ECHI Hand-Off ENABLED

Note that until recently, everything worked just fine.
I'm not positive, but it appears Windows is disabling everything.

I'm going to try disconnecting ALL USB devices , drives and hubs and reboot to see if that makes any difference.

    Thanks

This is probably too much in the "let them eat cake" line, but if the OP has access to a PS/2 keyboard, and the PC has a PS/2 port in its i/o panel, that would be one way to get in.

They're still out there. My primary PC has such a port, and it's an up-to-date motherboard. I have a PS/2 keyboard lying about, somewhere.

    Thanks and good suggestion
But I'm afraid I've long since discarded all PS/2 hardware.

    I've all but given up.
Right now I've booted into Windows 10 using a Windows 10 Installation disc.

The keyboard and mouse work fine when booted from the CD
Trying some of the repair options but so far no luck.

If I knew how to reinstall the USB drivers that might do it.

So, Using the Windows 10 Installation Media I was able to successfully do a Restore and it seems to have fixed the keyboard and mouse but a new problem has developed.

Now, no matter what, I cannot get the PC to boot normally. Instead it just keeps booting into the Repair and Diagnostics.

I've tried the "Exit and Continue to Windows 10 option several times but it insists on rebooting and going back into the Repair and Diagnostics.

If I could get it to just boot normally into windows 10 I think I would be good now.

Well, I disabled recovery mode and now it fails to boot so..........

Now I'll install a bootable 2nd Windows 10 hard drive, copy all my files over then use a Clonezilla image file from 2019 to restore it to as close as possible.

Sometimes there is no easy way back <sigh>

As you can boot into Windows, a Repair Install may help. Repair Install Windows 10 with an In-place Upgrade

Not guaranteed, but it sometimes fixes things.
