Assuming you are talking about the CPU, what CPU are you using? Core2 duo L9300?

Have you changed the CPU speed in BIOS?
Have you run CPU-Z | Softwares | CPUID?
Many Notebooks have a speed turbo and idle, saves on the battery endurance, all of mine do except the one running MS-DOS 6.x with Win3.1 [an 80486SX],
I have one laptop that has a 2.10GHz Intel cpu. The clock speed is supposed to vary with the load, that's normal. But sometimes it got stuck at a maximum of 0.80GHz and nothing I do could get it to go any higher, except for shutting down and restarting.
Then I found that running ThrottleStop would get it back to working normally. No need to play with any of its settings, just opening it brought back normal speeds. I could then close ThrottleStop and it continued to work normally.
