Not all BIOSes support the use of the mouse, rely more on the Up and Down arrow keys or the Tab key. There can also be issues between the use of onboard USB 2 ports and USB 3 ports, most times USB 2 is supported but USB 3 has to have drivers loaded by the OS when it is running.

How far is the mouse from the USB receiver?
I use a USB extension cable to bring the receiver close to the mouse.

Three, maybe four feet? Had someone ask me this same question before when my wireless keyboard was acting like a jerk.
Turns out that suggestion (extension cable + dongle closer to the keyboard) didn't work, either. The dongle was two inches from the wireless keyboard and it would still lag or not respond at all.
Ironically, that was ALSO a Logitech device. Seeing a pattern here.

Four feet is too far, specially if you have a case between the two.
Try an extension cable. Most of the time it works.

I regularly use my Bluetooth mouse from eight feet away without any problems & used to do the same with a WiFi mouse.

If there is, as was stated, a visual response to mouse clicks but no Windows response then I'd still like to know how it performs in Safe mode.

    Best of luck,
    Denis

I can't help with the actual problem, but this web page is an easy way to see what your mouse is (or isn't) generating: https://unixpapa.com/js/testmouse.html

Someone already suggested that, and as it was with the keyboard, no improvement. I ended up swapping out that wireless KB for a wired one. And four feet is close enough. I've had wireless mice work fine on a PC connected to a 4K TV from eight feet across the living room.

Was pretty sure I had mentioned this as well, that it was the same problem in safe mode. Also mentioned it's a problem in my BIOS as well.

I had missed your mention of the Bios.

I know you have tried other mice. I assume that they also misbehaved in the Bios. In that case, I suggest that you check for any Bios update or any facility that your Bios might provide for reinstalling its current version.

There's no point investigating its behaviour in Windows until its behaviour in the Bios is correct.

    Best of luck,

No, I hadn't actually tried other mice with the BIOS. I only discovered it back in May or June because I needed to change a setting in it (for the TPU, actually) and noticed it was acting the same way it does in Windows. I also updated it to the latest version, 2820, released in March (but there was a beta, 3002, as well, but I left that alone). Checking it again, I see there is now a version 3004, which states in the changelog, "Support WIN 11 installed or upgraded." Don't think I need it, but regardless, I have a new wired mouse on the way which should be here tomorrow evening, and I can test it then. I will keep you all updated.

Been using a new, wired mouse for about a week and a half, and I can say without a doubt that my problem is solved.

Never buying any wireless devices from Logitech again. Almost every single one I've owned in the past five years has had some issue or another, and it seems to be a recurring problem.

This is the mouse I purchased, in case anyone might be interested. Same amount of buttons and whatnot as the Logi mouse I was using, just wired and has RGB you can toggle on or off.
