    I copied and pasted, something happens, a black cmd type screen flashes but goes in a micro second.

    Let's try another way. Run the following command on the program to open a Command Prompt window:

    CMD.exe

    On the Command Prompt window, run the following commands:

    iCacls "E:" /INHERITANCE:E /GRANT:R "Everyone":(F) /T /C

    Explorer.exe "E:\"

    Maybe, for some screwed up reason, it's the 222MB Unallocated space!
    Create a New Simple Volume and see what happens.

    The OP's drive E: should be the EFI system partition, which should not have a drive letter.
    The following is my EFI system partition, which has no drive letter.

    Yes I would do that but am concerned I would create another drive letter I can't delete.

    Maybe it's that Office 'Click To Run' virtual drive, (or what ever the heck it's called!)



    and PLEASE, I can't reiterate it enough: When posting screenshots of Disk Management, expand EVERYTHING so we can see EVERY pixel of information to be had!
