This morning, I still couldn't get into Safe Mode so I ran SFC and DISM Cleanup, still no joy. I even tried a Startup Recovery, still no joy.
The installation ISO I used was customised. It was the SAME one that I used to install my Desktop, which is absolutely fine.
I decided to install an untouched v1909 ISO as I thought this would work the best for the laptop specifications.
Good news. Everything seems to be working, includingBooting into Safe Mode and theWi-Fi. If I remember correctly, one of the customisations was to include the Router Password, which I have changed since then.
It installed at just under 20GB, whereas the customised ISO installed at just under 7 GB.
Anyway, as this is a project for me, I am going to create a new customised ISO and see how it goes. If it fails then, I will just install the full version and post customise it.

I was surprised with the successful outcome of upgrading this from 1903 to 20H2- a few items to resolve, but no technical issues so far. Annoyed that MS discarded my reminders set in Calendar via Cortana, but that's about what I've come to expect of MS products embedded with the O/S.
